Schedule III controlled substances include such drugs as opiates, stimulants, barbiturates, and ketamine. The new legislation made it a criminal offense to use, buy, sell or possess steroids in the absence of a prescription.
Under this Act, unlawful possession of anabolic steroids carried a possible penalty of up to a year in jail, while anyone caught distributing anabolic steroids faced up to five years in prison.
With a first offence of possession with intent to distribute and traffic, the penalty doubled to ten years in jail, and increased to potentially thirty years for subsequent offenses.
Offenders were more likely to face maximum penalties if caught distributing to anyone under the age of 21. Laws have changed over the years since 1990, imposing harsher penalties for possession and distribution of anabolic steroids.
